South Africa’s NHI Objectives

The bill was introduced in parliament in 2019 and has the following objectives:

The bill is based on the National Health Insurance (NHI) White Paper, which was published in June 2017 and outlines the government's proposals for establishing a universal health coverage system in South Africa.

The NHI aims to pool funds to provide access to quality and affordable health services for all South Africans, regardless of their socio-economic status, based on their health needs.

Under the NHI, the National Health Insurance Fund will be responsible for purchasing health care services for all registered users.

The White Paper focuses on various aspects, including the structural problems in the health sector, the burden of disease, the rationale, and benefits of NHI, NHI coverage, organization of the health care system and services under the NHI, financing of NHI, purchasing of health services, and phased implementation.

In a recent statement, the portfolio committee on health highlighted that nationwide, in-person public hearings were conducted in all nine provinces from October 2019 to February 2020, with a total attendance of 11,564 members of the public and stakeholders across 33 district municipalities.

In addition, virtual public hearings were conducted from May 2021 to February 2022, and approximately 338,891 written submissions were received from the public.
